Five hundred and fifty parcels need confirming.

The model flagged 550 candidate parcels across the ten granaries. Three phases stand between them and policy. Phase one is live; the next two follow.

1. Phase 1 Active now

   Olofsson 2014 accuracy assessment.

   Each granary's paddy map is checked two ways: how closely it agrees with JAXA's 2023 satellite land-cover map (Japan's space agency), and a stratified ground-truth audit, the Olofsson 2014 protocol.

2. Phase 2 Coming soon

   Accredited enumerator survey across all 550.

   Coordinated field rounds with MADA, KADA, and IADA officers; per-parcel detail forms, ownership status, and irrigation condition. Builds the second-tier confidence layer on top of the public validations.

3. Phase 3 Coming soon

   JPI: the Jelapang Prioritisation Index.

   Phases one and two converge into the JPI (Jelapang Prioritisation Index), a per-parcel score that synthesises classifier confidence, public validation, and enumerator field findings. The output ranks every granary parcel by where active rice is still grown, where cultivation has lapsed, and where intervention would protect the most production.
